There are a myriad different web sites, of individual developers and larger organizations, that offer Photoshop filters to download. The cost of the filters range from free to several hundred dollars. Here are some sites to have a look at:

There are some additional filters for Photoshop that you can download from Adobe. Go to http://labs.adobe.com/technologies/pixelbenderplugin and follow the instructions. You could also try Adobe’s Pixel Bender Exchange for some other free filters.
Although most sources will require you to pay, the best place to start looking for new plug-ins is probably the Adobe Photoshop Marketplace. Go to www.adobe.com/go/psmarketplace.
