APPLYING A COLOR ADJUSTMENT TO A SELECTION
In Elements Standard Edit mode (not Quick Fix mode), and with your selection still active, perform a quick color change of just the area selected by choosing Layer > New Adjustment Layer > Hue/Saturation. Click OK in the New Layer dialog box, and then, in the Hue/Saturation dialog box, adjust the Hue slider. Experiment with the Saturation and Lightness sliders if you'd like. Click OK.
